National creative incumbent Holcomb Gallagher Adams, of Columbus, Ohio, pulled out of the review before the final round.
Regional shop Loomis Agency, Dallas, will continue handling franchisee media buying. National media planning and buying remains at Empower MediaMarketing, Cincinnati.
New creative is expected to break in spring 2003. Stanley Steemer spent $12 million in measured media in 2001, according to Taylor Nelson Sofres' CMR.
