MicrosoftMicrosoft Corp. has selected Starcom Mediavest Group, Chicago, for global media strategy and planning, following a review. The previous agency was Universal McCann, San Francisco, which will continue to handle media planning and buying outside North America. The total account is estimated at $1 billion.

AC TechAdvanced Chemistry & Technology, a manufacturer of aerospace sealants and specialty chemical products, has selected Sullivan Higdon & Sink, Washington, D.C., as its agency of record. Initial work will include industry and media relations. The budget was undisclosed.

uTestuTest, which provides software testing services, has selected Stein Rogan+Partners, New York, to provide brand positioning and design. The agency will be responsible for developing a new brand campaign including website and online advertising, beginning in the second quarter. The budget was undisclosed.
