BPA clarifies rules

BPA Worldwide responded quickly in the aftermath of Hurricane Katrina to queries from its members about the status of issues mailed to the region, and whether they can be counted as deliverable or not.

According to a BPA statement, if a publication was shipped on Aug. 31, and before the USPS restarts delivery to a ZIP code, it may not be listed under "Total Paid," "Total Nonpaid Qualified" or "Total Qualified Circulation." Those lines need to be asterisked and referenced in the "Additional Data" area.

"This precedent has been set with previous natural and unnatural disasters," said Glenn Hansen, president-CEO of BPA Worldwide. "If you were in the mail stream before that date, you can count it, but until the ZIP codes open up again, you can't." -Mark J. Miller
