Dr Pepper/Cadbury North America awarded media planning and buying responsibilities for A&W root beer, a $13 million account, to Foote, Cone & Belding, Chicago. FCB also picks up planning duties for Welch's juices and spot TV buying for all Cadbury brands except Dr Pepper and 7UP. FCB already handles creative and some media for many of those brands. Messner Vetere Berger McNamee Schmetterer/Euro RSCG, New York, handles A&W creative.

Woolworth Corp. to Bates USA, New York, for the $4 million to $6 million Kinney Shoes account, previously at Arnold Fortuna Lawner & Cabot, Boston. Bates also handles Woolworth's Foot Locker account. Separately, Bates' Irvine, Calif., office won media buying duties from Orion Pictures, worth about $20 million in billings, previously at J. Walter Thompson USA, Los Angeles.

Wrangler Jeans, Greensboro, N.C., to Dieste & Partners, San Antonio, from Ornelas & Associates, San Antonio, for its $2 million-plus Hispanic marketing account. Martin Agency, Richmond, Va., handles the general market account.

PGA Tour Partners, Jacksonville, Fla., a promotional club for fans of the PGA tour, has awarded an estimated $2.5 million direct response project to Duffy & Shanley, Providence, R.I.

Canadian telecom company Unitel Communications to MacLaren McCann from Ogilvy & Mather, both Toronto, for its estimated $20 million Canadian account. Unitel also moved media and direct marketing to Young & Rubicam from O&M.
