California Public Utilities Commission awarded DDB
Needham Worldwide, Los Angeles, a $20 million-plus campaign to educate Californians about electric utility deregulation. Deregulation is set to go into effect Jan. 1. The DDB Needham effort begins in September and includes communications ranging from information tables at supermarkets to traditional media. J. Walter Thompson USA, San Francisco, also was a finalist in the review. Spending could increase substantially from $20 million when the final education program is established, state officials said.
