Qfactor, an online media planning and placement agency, Bethesda, Md., will lay off 22 employees as part of a restructuring due to the ad-industry slowdown as well as what it says are increased efficiencies of its operations. Qfactor was founded in 1996 as webnet-marketing; the company said its managed placements exceeded $110 million in 2000.

Youth marketing consultancy Kid Power Xchange is teaming up with Harris Interactive to create a new poll for youth marketers entitled "Everything You Ever Wanted to Know About Kids, But Were Afraid to Ask!" The poll will consist of questions suggested by youth marketers who visit the Kid Power Xchange Web site (www.kidpowerx.com) and complete the survey questions.

Ad pepper media, Amsterdam, a marketer of online advertising, e-sponsorships, and e-commerce solutions, named Louis J. Pereira, chief operations officer, and Charles Harrison, chief financial officer, to take on the responsibilities of Glenn Klepchick, previously CEO, at its ad pepper media USA office, Atlanta. Mr. Klepchick returns to adviser status and will pursue other interests outside of ad pepper media, the company said.
