High-tech agency Poppe Tyson, a subsidiary of Bozell, Jacobs, Kenyon & Eckhardt, filed a preliminary registration for an initial public offering with the Securities & Exchange Commission Aug. 8. Poppe said it seeks to raise as much as $50 million.

Hewlett-Packard Co.'s Information Storage Group, Loveland, Colo., to Poppe Tyson, Mountain View, Calif., from FCB Technology, San Francisco, for its $4 million-to-$5 million Americas account.

Popeye's Chicken & Biscuits, Atlanta, winnowed its agency review list from 25 to four--Earle Palmer Brown, Bethesda, Md.; Harris Drury Cohen, Fort Lauderdale, Fla.; Hill Holliday/Altschiller, New York; and McCann-Erickson Worldwide, Atlanta, for its $11 million account. Glennon Cos., St. Louis, was the previous agency.
