AT&T Corp. and Tele-Communications Inc. received approval from the U.S. Department of Justice for their $48 billion merger, with the requirement that TCI divest its 23.5% share of Sprint PCS mobile phone business.

The Mining Co. filed for an initial public offering, with a starting estimate of raising $50 million. The company is a centralized collection of Web sites on topics ranging from cooking to auto repair.

J.C. Penney Co. narrowed the agency search for its estimated $20 million Arizona private-label apparel account to Richards Group and DDB Needham Worldwide, both Dallas, said an executive knowledgeable about the review. Penney's general agency, Temerlin McClain, Dallas, had done the most recent ads for the brand.

Pacific Life Insurance Co. to Open Minds, Laguna Niguel, Calif., from in-house for its estimated $5 million account. Select Resources International, West Hollywood, conducted the review.

Discovery Communications has bought the Eye on People network from CBS. The channel will be renamed Discovery People.
