Here is a rundown on marketing-related issues at the state and local level, as gathered by the American Advertising Federation in cooperation with the American Association of Advertising Agencies and the Association of National Advertisers.


A bill that would extend state sales tax to most services including public relations is being considered in the state legislature. Nebraska AAF state legislative chair Linda Lovgren of Lovgren Advertising, Omaha, testified against the measure before the Legislative Revenue Committee Feb. 15. The measure remains in committee and no further action is expected.


Oral arguments were heard March 6 by the 4th U.S. Circuit Court of Appeals regarding two lawsuits challenging Baltimore's ordinances banning certain outdoor advertising for tobacco and alcohol. The AAF, the Four A's and ANA all filed amicus briefs with the court in both cases. The court's decision is due sometime this summer.


The state legislature continues to consider various proposals which would ban or restrict state lottery advertising. Becky Bogard, Washington Four A's Council lobbyist, recently testified before the state Senate Revenue Committee on the effects an ad ban would have on lottery income. Although most observers say an ad ban is unlikely, the discussions of the lottery issue are expected to continue until the legislature adjourns in May.
