The U.S. Senate confirmed the nomination of Federal Communications Commission General Counsel William E. Kennard as the new FCC chairman, succeeding Reed Hundt. Mr. Kennard is expected to be sworn in next week.

Santiago Hinojosa, president-CEO, Noble DMB&B, Mexico City, was named regional director of DMB&B Americas, Mexico City, a new post. At Noble DMB&B, he is succeeded by Mark Schaeffer, VP-director of client services, Bromley, Aguilar & Associates, San Antonio, Texas.

Helen Blohm to VP-marketing, Consumers Energy, Jackson, Mich., the state's largest natural gas and electric utility, from director-corporate affairs/corporate communications, director of marketing and communications, KPMG Peat Marwick.

Kevin Toomey, 47, to president- CEO, Kayser-Roth Corp., from senior VP-general manager of the company's No Nonsense business. Mr. Toomey succeeds Juan Francisco Plaza, who was named deputy chairman of Kayser-Roth.

Thomas A. Gruber, senior VP-chief marketing officer, Republic Industries, Fort Lauderdale, Fla., parent of AutoNation USA, retired. No successor was immediately named. John Drury recently was named chief marketing officer at AutoNation USA.

Petersen Cos.' Motor Trend named new brand team managers to each of its Big 3 accounts; Steve Flemion to the Ford Motor Co. account, Dave Irvine to General Motors Corp. and Ken Glowacki to Chrysler Corp.
