The Outdoor Advertising Association of America said Milwaukee agency Birdsall Voss & Kloppenburg apparently will keep its Best of Show Obie Award despite published reports questioning whether the agency was paid to create the winning ad for a lawyer. The agency claimed the ad, featuring an unshackled ball and chain, was paid for; but divorce lawyer Leon Stenz told the Milwaukee Journal Sentinel he never paid for the ad. The ad was posted only in a supermarket's free advertising kiosk in Mequon, Wis.
