Blaise D'Sylva, managing director of Starcom MediaVest Group's Procter & Gamble China agency of record, has been promoted to the newly created position of director of global media systems at the Bcom3 Group media company. D'Sylva will be responsible for directing technology and systems strategy and will report to the company's chief financial officer, Frank Voris.

Mr. D'Sylva, 35, arrived in Chicago this weekend and has already set up shop at Starcom MediaVest headquarters, where he will be working closely with Kate Lynch, senior vice president-global research director. "I'm doing the research, and he is doing the systems side. We'll be rolling out tools and systems around the world," said Ms. Lynch.

A Starcom exective since 1991, Mr. D'Sylva has also served the agency as vice president-international media director working on multinational clients based in Toyko. His tenure at Starcom was broken up mid-career with a two-year stint at Miller Brewing Co.
