CHICAGO (AdAge.com) -- Cartel Creativo, San Antonio, named Pablo Muliz, 37, chief strategist from group account director at Bromley Communications, San Antonio.

Mr. Muliz will oversee strategic planning for the independent Hispanic agency and its subsidiaries Cartel Marketing & Public Relations, San Antonio, and Cartel Contacto, New York.

"What makes this agency different is that it is designed as a learning institution with a mission to become the first 'university of Hispanic-American marketing,'" he said. "The fundamental drive of the the Cartel is to be the hub of cutting-edge learning on the subject of Latino marketing and culture."

The agency's clients include J.C. Penney Co., Labatt USA, Tecate Beer, U.S. Army, Brinker International's Chili's Grill & Bar, and Girl Scouts of the USA.

Mr. Muliz was earlier senior vice president-client services director at Uno Com, Dallas, and account services director for Bcom3 Group's Leo Burnett, Puerto Rico.
